About Us

On 14 January 2025, Ukrainian professional insurance associations — the League of Insurance Organisations of Ukraine and the National Association of Insurers of Ukraine — joined forces to promote the sustainable development of the national insurance market, establishing the Federation of Insurance Associations of Ukraine (FIAU).

Today, the FIAU represents 93% of the Ukrainian insurance market.

Viktor Berlin

Head of the Coordination Council of the FIAU, Ph.D. in Economics

He holds three higher education degrees in finance, law, and public administration, obtained from Donetsk National University and the National Academy of Public Administration under the President of Ukraine.

With over 25 years of experience in the financial sector — including banking, corporate restructuring, and the development of the insurance business — he served as Deputy Chairman of the State Commission for Regulation of Financial Services Markets of Ukraine and as a member of the aforementioned Commission. He has also held senior positions in leading insurance companies, notably serving as CEO of the Insurance Company GUARDIAN.

He is an active advocate for insurance sector reform, focusing on enhancing the role of insurance in the national economy, developing long-term financial instruments, strengthening public confidence in the industry, and advancing educational initiatives.

Olena Uljee

Secretary of the Coordination Council of the FIAU, CEO/COO/CIO of Uniqa

She possesses three advanced degrees in finance, law, and public administration, earned from Lviv State University and the Academy of Public Governance under the President of Ukraine.

With over 25 years of experience in the financial sector, including banking, corporate restructuring, and insurance development, she has served as Deputy Chairwoman of the State Commission for Regulation of Financial Services Markets of Ukraine and as a member of that Commission.

Additionally, she has held executive roles in prominent insurance firms, notably as CEO of the Insurance Company protector. She is a passionate advocate for reforming the insurance sector, aiming to enhance its role in the national economy, develop long-term financial instruments, boost public trust in the industry, and promote educational initiatives.
